Who We Are
Brooks Williams has served as a city manager in Texas most recently, bringing over two decades of public and private sector management experience. He holds a Master of Public Administration from Liberty University and is pursuing a doctorate in the same field.
Throughout his career, Brooks has eliminated budget deficits, quadrupled fund balances, and achieved zero audit findings for multiple years. His leadership has also led to significant economic growth and improved financial stability in the communities he has served.
Previously, Brooks served as Chief Quality Officer for the Hurst-Euless-Bedford Independent School District, leading system-wide improvements. He serves on several local, regional, and professional association boards. Brooks is certified in Lean Six Sigma and is committed to the Baldrige Excellence Framework. He is also the author of “Rising to Serve: Reimagining Public Administration for a New Era.” Brooks is dedicated to high-performing, responsive government.
Prior to his public service career, Brooks was an executive in the financial industry, responsible for system-wide continuous improvement and innovation. His background in finance has greatly informed his approach to public administration, ensuring financial prudence and strategic planning.
Virginia Williams is a human resources professional with over a decade of experience in hospital and healthcare executive recruiting and staffing. She has worked with national medical groups that provide care to over 19 million patients per year. Virginia has also worked in the education industry, serving in various roles in special education. Her passion for people and her servant heart are evident in all she does.
Together, Brooks and Virginia form a dynamic team dedicated to public service and community enhancement. Their shared commitment to excellence and continuous improvement drives their professional and personal endeavors. As parents of five children, they navigate the challenges and joys of parenthood with resilience and teamwork. These experiences deeply influence their approach to leadership and community engagement.
